The University of Scouting degree programs are new to Aloha Council beginning in 2011. They are designed to provide an incentive for continued training and as a method to recognize Scouters who participate in that training. The University offers a bachelor and master degrees in four program areas:

Cub Scouting
Boy Scouting
Venturing,
Commissioner Science

There are also two doctorate degree programs: Doctorate of Scouting and Doctorate of Commissioner Science. 

With the University of Scouting, the degree requirements for the College of Commissioner Science have not changed.  Degree requirements for credit hours are satisfied by taking courses in the Aloha Council’s University of Scouting. Instructors receive a one-time only credit for teaching a specific course at the University of Scouting. Scouters with course credits from another Council’s University of Scouting may petition to have these credits transferred towards qualification for a degree from the Aloha Council University of Scouting. The Scouter must present the Council Training Chair or Dean of UOS/CCS with a completed Transfer of Course Credit form. On the day of the University of Scouting, candidates must submit their degree applications (make a copy for your personal record) during the check-in period. This allows the deans of the colleges to review and approve the applications in time for the recognition ceremony at the conclusion of the day. Candidates must also submit copies of previous degrees earned in addition to the current application of the degree they are pursuing. Candidates should check back at the administration area during at lunch to see if there are any problems with their degree applications.

ASSOCIATE DEGREE OF SCOUTING
The Associate of Scouting degree program is for our youth members who attend the University. Since they are not eligible to receive the adult leader degrees, this program will give the youth attendees something to aim for and achieve. The Associates Degree will be offered to all Venturing youth, and Boy Scout youth who are 14 years of age and have attained the rank of First Class Scout.The Commissioner College is a national program that has existed for many years and is conducted by councils across the country. The college program was established in our council in 2010 as a new approach to support commissioner training. Building off the courses that commissioners have attended in previous years at Commissioner Conferences and other training events, a curriculum has been developed to support a degree program to recognize Scout leaders as they gain the knowledge useful in their roles as commissioners.

Pacific College of Commissioner Science Degree Requirements

Bachelor of Commissioner Science Degree (BCS)
Prerequisites
• Current registration as a commissioner, including those recently recruited
• Completion of commissioner orientation (Commissioner Fieldbook, pages 4–8)
• Completion of commissioner basic training

Course Requirements
Completion of seven courses of instruction, at least five of the courses at the bachelor’s program level

Performance
• Approval of district commissioner
• Approval of district executive

Master of Commissioner Science Degree (MCS)

Prerequisites
• Completion of bachelor’s degree or have been awarded the Commissioner’s Key
• Earned Arrowhead Honor
• Current registration as a commissioner

Course Requirements
Completion of seven additional courses of instruction (total of 14), at least seven of the courses at the master’s program level

Performance
• Approval of district commissioner
• Approval of district executive

Doctor of Commissioner Science Degree (DCS)
Prerequisites
• Completion of master’s degree
• Have been awarded the Commissioner’s Key
• Current registration as a commissioner

Course Requirements
Completion of 10 additional courses of instruction not used to qualify for other college awards (total of 24), at least five of the courses at the doctor’s program level

Thesis or Research Project
• Completion of a thesis or research project on any topic of value to Scouting in the local council.
• The topic and final paper or project must be approved by the dean of the doctor’s program and the staff adviser.

Performance
• Serve on the College of Commissioner Science faculty (instructor or support staff) for at least one year.
• Recruit at least three new commissioners.
• Approval of district commissioner.
• Approval of district executive.
